Don't you mean "Poor" language ;) Just kidding I know you were discussing the actual words, not that language has been 'Bad'
There was a great article on NPR recently discussing an essay written by Orwell that I think your readers might find interesting.

A very good article, Philo. Thanks. Too bad our schools don't offer Orwell English Writing classes.

According to Orwell's essay (linked in the article):
.
"1. Never use a metaphor, simile, or other figure of speech which you are used to seeing in print.
2. Never use a long word where a short one will do.
3. If it is possible to cut a word out, always cut it out.
4. Never use the passive where you can use the active.
5. Never use a foreign phrase, a scientific word, or a jargon word if you can think of an everyday English equivalent.
6. Break any of these rules sooner than say anything outright barbarous."

Improper might be better than poor; but, how about correct language?
.
I've known people at nearly every level of the social strata from the dregs to the hoity toity elite.
.
There is a distinct problem with language codes that might be as bad as just speaking one's mind no matter how poor their vocabulary might be. Words do get to have different meanings as the need changes. Explitives can make a point that a polite comment might miss altogether. The over use of vulgarity is repugnant.
.
This subject of bad language can be a big can of worms.
